A citizen observing the big conversations in the General Assembly about the shifting roles and powers of the federal and state governments could easily think that legislators have forgotten Virginia’s regions, cities, counties and towns. Indeed, metropolitan areas are given no role and localities, creatures of the state, are increasingly looked upon as nuisances or treated as “special interests.”

"The Future of Hampton Roads" - presented by Bob O'Neill at our annual luncheon.

Bob is Executive Director of International City-County Manager Association.  A current member of the Old Dominon University Board of Visitors, he is also former Chief Executive of Hampton (1984-1997) and Fairfax County (1997-2000).  From 2000 until 2002 he was Presdient of the National Academy of Public Administration.  Since 2002 he has headed ICMA, an 8,500 member public management organization.
